08 Yamaha 250 hpdi

Issues rebuilt motor. I'm now experiancing a weired issue. Timing at idle is staying at about one degre BTDC with Tps set on .52. Hammering down on throttle you will see timing jump up to 14 then drop back off to 8 Btdc and a TPS reading of around 2.89. So boat will only turn 4200 was turning 5300 before rebuild. I know timing and Tps play a part in this issue. Nothing on YDS shows out of spec other wise. Fuel pressure show ok on YDS. Could it be an issue with how I bolted on the stator? What controls the issues I'm experiencing. Checked all wiring and grounds all appear on so far.

Something appears to be limiting timing and why am I seeing a BTDC at idle when book calls for ATDC at idle. No Alarms and no fault codes stored. Also yesterday the boat dropped to 2800 rpms and would not get above that. Went back in to dock pulled too hook up YDS and boat came back up on plane but still having timing issue. Lost at this point at what else to look for any ideas?

I wish I could offer something useful. I have one of these now and I'm still trying to wrap my head around it.
