(The answer is no--all three shafts would have to be in place--they all carry the load, FWD or REV)
You need to get your tools and your Nikon and document the tear down, Conrad!
Then we will have some high quality pictures!!
This picture shows an early studs down, right hand rotation unit, without the steady rest bearing----it does not show the reduction gear or the shift mechanism.
When you tear down your unit--you will see that the shift dog (vertical) engages the reduction gear, for FWD (up)
---And bypasses the reduction gear for REV (down)---and floats in the middle for N--
(Your unit is probably a unit that has been modified not to shift--no shift shaft simplifies a change in the pits during a race)

The problem with shifting into reverse is that it was a 1/1 ratio, Forward was reduced ratio. with a big prop and things will go wrong......not that I was there.
