115 HO Etec Cowling
I have had the cover off before, but either am having brain fade or a problem. Front levers, turn down and rotate. Same thing with rear lever. Cover doesn't budge. What am I missing?

Pull latch out off the retaining stud, rotate down - sounds like your doing it right.
Sometimes they are a tight fit. The air vent at the rear top of the cowl is a good spot to give it a little nudge, helps get the cowling off the side panels.
