    280 Surging

    I have a 2004 280 w/260 electronics. it surges between 1000-3000 rpm and will stop once I hit 3000 rpm at full throttle. Temp is running under 160 and water pressure is over 35 wide open. I've added a Simon alternator kit and it has a light weight flywheel. Once past 3000 it runs great. It also smokes heavily on idle. Any ideas would be appreciated!

    my 260 did that a few years back,tested air temp sensor no reading across leads, replaced sensor & all good.
