Fuel pump problem...

Went fishing 4-5 days ago and everything was fine. This morning I launched at the lake and tried starting the boat and nothing. Turns out the fuel pump isnt turning on at all and my neighbors dog ate my good manual so the one im left with is a generic one for multiple years and models, add to that Im pretty dumb when it comes to this stuff and I cant figure out how to test it.

The outboard is a 1996 Mariner 200 EFI

I have 12.6 volts to both terminals at the top of the pump.

The manual says to ground out one side and check for voltage. One wire is red the other is black with a red stripe and I dont get the "ground a wire" thats hot part.

Any help is appreciated.

Update..

I grounded it out then the pump runs fine.

Fuel pump driver is bad in the ecu. It provides ground when the key is on. You can wire around it with a toggle switch that provides ground
