    optimax battery cables

Long after I had gotten my Utopia 185 with Optimax 200 engine back from the dealer (now out of business) I noticed that two small wires were not connected to the battery. One is green and appears to head off to port under the rear seat. The other is black with a protective corrugated wire loom around it and is bundled with other wires down in the bilge. Can anybody tell me what they're for and what posts to connect them to? Thanks.

The other end of the green wire is connected to the fuel filler inlet inside the hull topside. I presume it's a static ground and should be connected to the battery negative pole. Does that make sense? I have pix, but can't figure out how to upload them. Nothing happens when I click the "manage attachments" button.
    Thanks.

Actually, the wire from the filler neck should go straight to the fuel tank ground tab if it's an aluminum tank or to the fuel sender ground. Then the tank is grounded to the negative side of the battery..... at least that is how it should be done, going to the battery with that wire is ok, so long as there is a direct wire coming from the fuel tank as well.
