Honduh stuck in version of limp mode at 4000 RPM

BF90 Jet... UGH enemic at best but I digress tach is accurate, blades of carbs are fully open, all cyl firing but engine hitting limiter at 4000 rpm, only literature i see shows only Low oil pressure or high temps will cause issue similar, but got good oil pressure and can bypass sensor and get oil pressure light to come on as if there is good pressure, same with water temp bypassed sender still seeing limp mode limit of 4000 RPM

    any Ideas where to look,

    CDI? Cam timing?
    Crank Sensor
    Cam Sensor?
    Timing??
    Harness??
    Controll Box and alarm system??

will not even free rev beyond 4200

Don't know much about Hondas, but 4000 is high for a limp mode, I suspect you have other trouble.
Free revving is awful hard on motor.

Only did to see if it would even go over 4k in. Gear without any load and it doesn't. From what he manual says it's the second stage of overheat rpm reduction from WOT but no overheat exists
