    From what I have read and been told.

    The "Switch Boxes" on a Mercury do not have RPM limiting like the OMC packs do.
    The limiting comes from 2 separate boxes that are on the top of the motor and tie into the Switch Boxes.
    Simply remove those 2 boxes from the system and put them on the bench.
    No more limiter.

    You are thinking about a CDI motor, not the CDM system smalltownbassin was asking about.
