Does the engine still have the small pulse fuel pump that feeds the VST and have you checked the diaphrams in it to make sure you don't have a hole in one that allows fuel to dump in the intake? I like the VST needle and seat idea too. You cold also have a leak in the supply or return lines to the fuel rail in the intake.

Last in first out. Look at the last mod or change before the problem started. Even new or fixed stuff can break right away.

Check for a corrupt fuel map, check or replace fuel lines, flow injectors and check for correct fuel pressure. Good Luck I hate Electrical problems !!!

read through everyone's suggestions and things are making sense, thanks for everyone's input. I'm changing out the vst needle and seat as well as the fuel pressure regulator. If this doesen't fix it i guess i'll be sending the ECU to mercury to make sure that's not the problem.

change all of the above as well as the main relay to the ecu. Motor ran well for about 10 trips and then began bogging again yesterday, seems to happen when it is hot outside ~90 degrees, water temp is in the 80's. Only way to even plane off is to put it in neutral, rev it up hold it at about 5k for 10 or so seconds. then let off put it in gear and then it will plane. Won't get above 5200 rpm with light load, only gets to 65 mph. instead of usual 6k and 73 mph. pulled all plugs and EVERY starboard cylinder plug is fouled covered in oil and every port plug looks fine.. What could be causing this situation??

What's latest compression numbers looking like on the fouled plug side? I would say at this point, if the problem isn't obvious then try to find the best mercury shop you can in the area and have them find the problem. That DDT can run tests and give more information then we the general public are aware of... Sometimes it can be a wiring harness issue, and you have to go through it wire by wire with a volt meter. Bottom line, you need a mechanic who will go through the motor and leave no stone unturned.
