If you go through the thread you'll see that this has come up many, many times. The 21 Checkmate may fit the general description for length and power, but it flunks out for rough water ability. Trust me, I've owned Checkmates and worked at a Checkmate dealer. The 21 is not a rough water boat by any stretch of the imagination. That's also the same reason certain other very fast hulls are not included on the list.
Interesting side note. I sold my 20' Checkmate to buy my 22' Progression. My son - who was 4 at the time - started calling the old Checkmate "the bumpy boat" after riding in the Progression.1992 Progression 22
