How To Clean Old Gas Tank For Painting

What's the best way to clean an old gas tank so I can put a coat of paint on it? Nothing fancy, probably red spray can paint.

I'm assuming it's some kind of metal?
1) Engine degreaser
2) Roughen up the surface so that the new paint will stick
3) Wash with Dawn dish soap and water, then dry
4) Primer coat if down to original surface anywhere
5) Paint it
