I think you need CDL for true tandem ( 2 tag trailers). But the set-up pictured above is OK without CDL because the first trailer is 5th wheel. My boat was delivered by a guy who towed one boat on it's trailer on top of a 5th wheel deck over wheels trailer with a ball on the back. This delivery guy has been towing this way for years he said.

It is not legal for a Fl resident to pull tandem in the state of FL. Now the kick in the nuts. Its legal for folks who dont live in Fl. to pull tandem in FL. as long as your home state says its legal there. We did it for a while and DOT Officer with absolutely NO sense of humor or compassion said HELL NO STUPID and wouldnt even let us go back home with the rig. We called bull and he said 1000 bucks a foot fine for everything over 45 feet!!!. This was a crew cab dually with a Allison drag behind a DR-20. It was a tad over 45 feet.LOL He made us drop one boat on the side of the road and go get another truck . Not hear say . I was driving the truck. That was about 10 years ago so maybe something has changed by now. Moral of the story is better make sure before ya do it. I know of a pile of folks that do it and been doing it for quite a while so it may have changed as I said before.I dont know . If it hasnt , its just a matter of time until the Officer with no sense of humor sees it .

I would check with you insurance man before pulling two trailers , I was told if you pull wide load trailers without permits your insurance is VOID....
