I oredered a brand new set of powerhead studs from Mercury. I think all together it was a little over 100 dollars. 15 a piece rings a bell

Pro Marine makes several stud kits make sure the get the correct one for you application, also make sure you get the High Performance Base gaskets that are metal enforced the others are junk !
Pro Marine part number on gaskets I use :
1. 2693A ( $ 21.95 and you will need 2 )
1 800 621 7761 in Fl.

I switch over to a 280 powerhead from a 225 p/m and all the studs were correct except for the last 4 along the back of the exhaust plate, just about a 1/4 too short.

Why don't you just pull the ones you need out of the 225PM and swap them no $$$$ spent?

I called all the local shops in my area plus Promarine and no one has the studs in stock. I guess im going to have to make them myself out of stainless all thread or bite the bullet and order some but who knows how long before they come in.

I'd order them from Mercury. Diamond would probably have a good price. They may even have some around. The ones from the factory aren't stainless
