Which axle should the brakes be on?

I'm rebuilding a used trailer and I noticed that the brakes are on the rear axle and on all my other boats the brakes are on the front axles. Which axles is the correct for the brakes to be on?

The manufacturer for our trailers always puts them on the rear.

My vote: rear axle as well. My reasoning is that you are typically more weighted on the rear axle than the front, and therefore would have more braking capability. This opinion and $3.00 will get you a mediocre cup of coffee, but I thought I'd throw it in there.
