Don't you remember that Slick Willie submitted and got passed the biggest tax increase in history, and even made it retroactive back to the first of that year, which effectively taxed people who had died in the interim? When that breezed through congress I don't remember any major reprocussions from it as far as holding congress accountable. What it did accomplish was to unravel 12 years of economic (especially industrial) growth due to Reagan's policies which carried over into H's Presidency.
