stumped!

I have a 79 merc 175 that is giving me a headache! I have spark to the plugs. When I turn the motor over, it seems to be draining the battery very fast. When I choke it, i get fuel spilling out of the carbs. I took the carbs apart and checked and cleaned the floats and needles. still does it. we then pulled all spark plugs and spun motor and it spun fine. put 3 plugs in and it acted like it wanted to fire. added another plug and it slowly turned and took battery down again. put battery on charger and it reads 100%. even had jumpers on it to keep battery up. cant figure out why battery is going down so fast. Motor wont turn as fast as it seems it should. i dont know enough about this and my local outboard guru Mark Smiley is working with me to figure it out. he thinks it may be battery but it is brand new and we even tried 2 of his. Help!
