I've never seen one like this without a hole in the butterfly. I got it with a box parts. Any info would be much appreciated.

Racing rules usually require absolute air cut off instead of a dedicated idle bleed
looks just like my 1996 260 airhorn.
Some 260's were that way, should have an adjustment screw to open the throtle plate for idle speed adjustment.
