...Jackie - In the era that that outboard was built, there were no less than 33 outboard manufacturers in the City of Detroit proper alone. There were others that were built in close surrounding area's of the big city, that didn't formally attach the "Detroit" manufacturing location. Detroit's history, as a manufacturing hub, is the largest in the world. Your photo is very possibly, of a "detachable rowboat motor"(what they were called then), manufactured by Detroit Engine Works, 1250 Jefferson Avenue, Detroit, Michigan...who's plant was located directly on the Detroit River there.
