Hardly anything still being built. No O/Bs anyhow.
Watch your weight on the walk arounds.They’re heavy.
A 19’ - 21’ I/O would be close to your 5500 limit.
A V-8 would me mandatory too.
Had a 22’ Formula w/a 350 and ran 45.
A 20’ Celebrity w/a 305 that ran 40 on a good day.
Both w/nice cabins though.
Most of the small I/O cuddies are either 4 bangers or V-6s and pigs.
Most will not plane w/4 adults aboard!
I would not deviate from your original plan of getting an OB with a cuddy. Once you get into an I/O boat in that size you will gain a ton of weight, loose a ton of usable space, burn more fuel, have to tow a boat that has a wider beam, and the I/O will be a LOT slower. Open up your search for an OB with a cuddy to anywhere in the country and you will find something. Two of my boats had to be dragged backed from California over the years. JMO.

Have an old Sleekcraft 26 foot inboard to outboard conversion, with a cutty cabin, but its too low, going to cut and raise the front deck gain headroom, taking off the 30" swim
platform/motor mount, building a replacement
to add buoyancy
One thing to keep in mind, as Instigator mentioned earlier, is that any of the older boats mentioned above are likely to need stringers and transom if that has not already been done. The older Velocities are arguably one of the best candidates but are balsa cored (at least the Steve Stepp built ones) so that’s another potential risk - big project. Same risk for the Hydrostream Venus and Laser.

If you can move up in size a little, Checkmate has the Pulsare 2400. It does have a cabin with more room, you can sit up and it does have a portapotti! It is outboard powered and will handle a 400R if you can afford one!

While it may not be classifed as a true cuddy, progression 24ld provided ample sleeping space, also had little jumper seats you could relax in. Also a little longer than the 20 ft limit.
Once you go to 24 feet there are numerous options with sit up cuddies. 24 feet is an entirely different animal than 21.
Just find a Regal Velocity 220 and be done with it. Even has a little piss pot in the cuddy for the gals if I recall. And you can tow it without upgrading your vehicle and stuff it in your garage with a fold away tongue. Runs between 65 and 85 depending on power and set up. Nothing else that size with that space.

Another to add to this list is the twin O/B 25’ Powerplay.
Tiny for a 25’ but light, fast and gorgeous.
Just saw a 24’ O/B Checkmate Enforcer cheap.

Matter of fact, I have a friend w/a museum pc, small block I/O for sale that would fit all your criteria other than being I/O.
24 super boat... had 10 at least drunks under the deck..... OBI dazzs......not as fast... but funn....

If you want to move the budget up, Nordic can put a small cuddy under there SR21. "Honey, I bought this boat because it has a practical cabin for the kids".
Remember if you can sleep, eat and pee on/in the boat, you can write it off as a second home ;)
