Reference your #11 post middle picture. You should only see the end of the rubber deflectors. The one that is vertical is wrong and may have moved. Maybe a homemade version that was a little small in diameter. I know them to be basically a piece of tubing that had a thick wall and a small inner diameter hole, and not solid rubber. They should fit pretty snug. All four are oriented the same way, pointing towards the crankshaft.
I don’t know the reason behind them, I thought they ensured the water jacket was totally filled or eliminated a water flow problem. Definetly seems like an engineering “fix”. Al Stoker would know I’m sure.
Last thought: looks like you have three? One at the bottom corner of each lower cylinder and then your “vertical” one which has moved. Hopefully there isn’t a fourth that moved as well and hiding. You may want to take a closer look in the water passages. It wouldn’t make sense to install 3 and not four.
