Nope. Just there for looks. It's only secured to the hull.

I beg to differ. On SOME boats, there is little more than the lip of the rail holding the top cap on. By design the hull and cap were supposed to be glassed together but it didn't always happen that way. Especially on Friday afternoons and Monday mornings. I will say the earlier boats that I have chopped up were much more sturdily built than the later ones.

Here you can see the way the top lip of the rail wraps over the cap.
As far as replacement original style rail; the original dies went to John Spaeth in Canada (along with the dies for the windshield rail). After a period of time where no product was ordered the extrusion company scrapped the dies. Nobody is manufacturing a direct replacement.
It's not really plausible to replace in most cases as the boat has to be split to properly attach the original style rail.
I stand corrected. I should say there's no mechanical connection. There was plenty of resin on the seam and glass on the inside holding the hull/deck on my Viking.
I plan to put my new sheet metal copy on after the new gel gets sprayed. The seam is plenty thick now after repairs. I could add some short(1/8") screws up from the hull, but I'm planning to use 5200 to hold it on. The black rubber stuff won't look right on my color scheme.
It's too bad the dies were scrapped. There could be a small market for new windshield frames. But there's not enough market to make new dies.
so i could use a 1/2" c channel taco white rubber . Just looks soo much better
