Put a tiny prop on it and see if it will spin up.
Better yet a test prop if they have one. Wont even have to take it off the trailer.
That would eliminate some possibilities.

DO not start out over there saying these motors are junk.
Been there all told me to let the shop figure it out well 5 months no boat and no fishing is not what I bought a 25k motor for. .....21 pitch is small as I have cause j have always ran a 23 to 25 on this boat with the other verados....guess after 5 months it is time to get a little nasty with mercury
Do you know what the load percent is showing while running out of the water?
If it's a mechanical problem there would defiantly be metal in the oil or gear lube.
I've seen the shift motors cause some odd problems like this.
Do these have a break in mode that it may be stuck in?
had a yam not rev up because of a oil restriction problem once(filter).had a 115 merc(yam block)not rev up (oil pump not turning up full rpm's)low oil press= computer restricting R's (limp mode ) but would not through code.just thoughts-th

IMO your looking in the places for solutions to your problem. We are all here to help in anyway we can but the fact of the matter is its a brand new motor with issues right out the box and he shouldn't have to be on forums doing homework for mercury. My advice is get a attorney involved that dealer sold you a lemon.
Exactly, mercury should be changing the whole engine out if they can't figure out what is wrong with it in a reasonable time frame
