If you recall, EPA did a 2 yr. study prior to the CAA. in Michigan and Fl. to measure the effects of outboard pollution on aquatic life. Both places showed beneficial results with bigger and healthier aquatic life. It was an embarrassment for EPA as they were going to use these tests to justify the CAA. They ignored it and passed the act regardless.Quote:
