Yes, because that's not what's wrong
It attached to the top and bottom cowls not to the wrap-around. Mercurys used the same basic cowlings for decades. My first couple of motors the cowls were bolted solidly to the motor. You could attach a steering bar directly to the bottom cowl pan and access the carbs by just removing the wrap-around. Later motors got a lot more complicated because the cowls were suspended by rubber mounts but still used the same wrap-arounds.
