Is it better to just wet sand with such a fine sand paper??? Can using an electric sander (palm) work just as well????

I use a Klingspor air orbital. I also use 1500, 2000, and 4000 Mirka Abralon pads. They work much better and last a LOT longer than sandpaper. Must wet sand.

I use this combo frequently on gel coat, never paint. :D

It is for gelcoat. Have some scratches that I'm trying to keep shining. I've sanded all the way to 1500 but now have some 2000. Been polishing with 3m, can't recall the type but it comes to a shine. Once on the water, you can clearly see where the work was being done. That's after applying several coats of wax.

Is there any need to wet sand after using the palm sander????

......never did any wetsanding. He finished all his work with 2000 on a palm sander, then buffed. They do make a "wet" palm sander too. :D
