Cowling hits sea star ram

I went to put my new 2.4 merc powerhead and cowling on and the cowling pan (260 style, i guess you would call it) hits the top of the hydraulic steering ram. Any Ideas where the problem is coming in?

can you lower the ram by turning it slightly with in the tilt tube??? or is it turned down as far as you can get and still keep everythng straight???

yeah its turned all the way down in the tilt tube. Only thing I can think is that its a fairly old model of the sea star and perhaps the newer ones have a lower profile?
