Bad Power Pack?

Hello everyone, I my '97 200 Merc 2.5 EFI is coughing and sputtering at low rpms. (below 1,000). I disconnected the starboard side coils and she runs on three cylinders without the sputtering. If I connect any one of the three starboard cylinders back then the sputter returns. It is not a constant sputter, it does it randomly every 2 to 6 seconds. but it is bad enough that it makes the motor turn off if I don't give it some gas. Can this be a bad power pack? I cant think of anything else that will only effect to starboard side cylinders.
