yes no and maybe... if you want something cheap, buy a premade tank. If you want something custom, I might be able to help you.

Capeway Welding (508-742-6666) makes aluminum tanks to order; fax them a diagram for a quote. It's worth your time and $ to have a tank made & tested to USCG specs - your insurance coverage may depend on it. They were very good to deal with when I ordered a tank from them years ago.
