Rack, although not as good as Hydraulic, is much stronget than rotary. Rack has a gear essentially behind the steering wheel(and you can get no feedback helms), that meshes with a bar with splines, when you turn the wheel, it pushes the bar from one side to another, this in turn pushes the cable back and forth.
Rotary is JUNK, Hard to "explain" exactly how it works, but the cable has a spring like thing attached to it, and the helm just works up and down the spring, to move the cable back and forth.

merc had a dual rotary that uses a flexable rack inplace of the teleflex spring system. the one i had was just as good as the standard reck system.
hydraulic is better.
