Did the 2.5 260 Offshore come with a skirt?

My 2.5 260 Offshore does not have a skirt under the cowling. Did they come with them, or are the skirts only for the non-offshore mid-sections?

I always thought that was a lampshade on his head. Lots of the skirts were removed to connect steering plates.
