just got this information today in reference to the new speed law and the hearing date. I have attached the bill below. If you can, please see if you can make it to the hearing next week, Wednesday, January 19, 2004 at 11:00 am in Room 305 of the Legislative Office Building in Concord. You don't need to speak, but we need numbers there.

The bill is proposing a day time speed of 45 and a night speed limit of 25.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Five

AN ACT establishing boating speed limits for Lake Winnipesaukee.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; Restrictions on Boating; Lake Winnipesaukee. Amend RSA 270 by inserting after section 130 the following new section:

270:131 Lake Winnipesaukee. No person shall use or operate any powerboat, motorboat, or boat equipped with any type of power motor at a rate of speed exceeding 45 miles per hour during daylight hours and 25 miles per hour during night hours on the waters of Lake Winnipesaukee. As used in this section, "daylight hours" means the hours between 1/2 hour before sunrise and 1/2 hour after sunset and "night hours" means the hours 1/2 hour after sunset and 1/2 hour before sunrise. Any person who violates the provisions of this section shall be guilty of a violation.

2 Effective Date. This act shall take effect January 1, 2006

You don't need to speak, but we need numbers there.

Let me tell you from experience. Numbers do mean a great deal.

Our club went through this last year. We out numbered the blow boaters 4 to 1. Even though the blow boaters may have had 4 times as many letters mailed in compared to the powerboaters, because we made a presence at the meeting, we prevailed in the end. No Speed Limit!!!

Wow that really sucks ! I hope you get a lot of people showing up to back up the hot boat scene. I would go if it was a little closer , 6 hr drive one way. Best of luck to you.

On that GIGANTIC lake? What are they, nuts? They did the same thing to our larger inland lake in SW Michigan. It's 3,000+ acres and it has a 45 mph speed limit. (Of course, it's really hard to radar a speeding boat, but still...)

Get the word out to as many people as you can to go to that meeting,you need to fill the room with angry people.
Contact all government officials via phone,fax,mail,and e-mail protesting this proposal,(there is nothing like emptying a senator's fax machine of ink and paper).
Get organized locally,they tend to listen to strong organizations more than fragmented people.

Here in Florida we have been fighting enviromental activists,(ecoterroists), who are trying to take us off the water for one reason or another for years.We Are Having An Effect!

Here I come to save the Day??????

Ok I got a Big Mouth when it comes to this ****T!!!!!!! I'll be there tommorrow Just tell me When to Speak up! I would like this Vote postponed I do not think that it is fare that they try to sneak this under the Ice when know one is around!!!!!!!!! This will allow me/us to rally some troops from the other lakes which I'm sure they'll try to push that on next!!! You can Hardly bare Foot at that speed and landing planes is out of the Question.

I have already gone rounds with the state about there Db testing so they will not be happy to see me!! Here's my cell # call me 603-448-7662

Been there once, sure to be there again. I hate the Nouvea Riche and Blowboater's :mad:

There is Sanity in Numbers, here are a few tips;

1. Get the support of local businesses who may have a vested interest or support your cause.

2. Get the support of local snowmobilers, the speed limit applies to snowmobiles as well as any vehicle. They will be just as pissed that their new F-7 can only be revved to 45 mph

3. As noted, LOCAL, LANDOWNING, TAXPAYING boaters need attend, they seem to take the brunt of this. Also, find the ones who have vacation homes and fast boats too.....(Over 45 mph)

4. Offer boating a Boating Safety Course sponsored at a location that is visible to the blow-boaters. If you get enough registrants, show the list and the course can be discounted.

5. ESTABLISH A CONTACT PERSON TO HANDLE COMPLAINTS. Half of these problems arrise because the blowboaters don't think anyone is listening or cares.

6. If Push comes to shove, Establish the speed limit on weekends when usage is high, and no speed limit during the week. This limits weekend warriers and those visiting, while not penalizing the residents

I would Luv to see about 20 or 30 of those 30+ foot $250,000 Cigarrettes or Fountians and a hand full of Skaters in front of the State House you think they might want to rethink this When the tourist Dollars, boat sales,registations all start to drop !! Hell Ill even tow them there myself and feed the meters quarters :0

I believe subjecting the boaters of New Hampshire to a daytime speed limit would be a mistake. With that I can see merit. However attempting to regulate the entire boating community to rein in the criminal few is a mistake. Yes, I can see the potential revenue in such legislation. However enforcement may be your bane. My experience has made me aware of the insufficient numbers of Marine Patrol Officers. Only on holiday weekends have I seen any real enforcement in place. Fourth of July weekend of last year, I observed a Marine Patrol Officer Navigating in the wrong direction in a marked channel. This was on one of the smaller lakes in the White Mountains Region.

Admittedly, I understand enforcement can be an issue. However, passing legislation, which is not primarily enforceable, will benefit no one.

I sent an email to Jim Pilliod on the 18th. Here is the terse response I received yesterday afternoon.

Well at least I got a response! I wonder which marina owner? Perhaps the solution is better "No Wake" zone enforcement! And a problem we have in the Lakes and White Mountain Regions is many people don't live in the state year round. I cannot vote in New Hampshire, so I am no threat to the Doctor!

Not surprised he left... From the response he left me, I already had that kind of impression about him. And Fays? They have been around forever! Just trying to keep the sailboaters and the dockspace renters happy. Kinda funny how they tried to move this legislation during the winter months.

Just curiosity,

Why does Fays have a vested interest in speed limits requesting this ordinance(As per Rep. Pilliod's response).

Are they blowboaters ????

Does it constitute a benefit to Fays business wise and injurious to other competition in the area ??? Does this constitute bias on their part initiating this ordinance????

Would this be collusive with the Rep. & the Marina ????

Just spoke with Brian Richardson at Fays. Very nice gentleman. We talked at length regarding the boating situation on Winnipesaukee. He told me the bill proposed was to get the message to the legislature that there was a problem on the lake. There was a death on the lake last year. He also told me he never really expected a speed limit during the daylight hours. He would like to see a nitetime limit. I would have no problem with this. Enforceability may be a problem for the marine patrol however. He also said they were overshooting their expectations with the hope of making the lake a safer place (especially on weekends). They have many sail clients, and many live aboard during the weekends. Another concern he had was the clients who purchase expensive, larger performance boats and have the "I spent 150K, so get out of my way." mentality. I think most of you have dealt with this (I have).
Well, I hope none of you think I'm taking his side. I'm not. Just wanted to get to the truth in this matter.

This was talked about by the Marine patrol at the State House meeting and according there reinactment the speed was to be found Under 25 MPH in the accident, As far as the "I spent 150K, so get out of my way." mentality Stupid people are everywhere the only differnce is I'm not afaid to follow them and Kick there Azz on shore!!!!!! Then turn them into the marine patrol. All they do is make responsible boat owners look bad!!!!!!!!
