if your shooting in just jpg [which is only 8 bit] aobe photo elements 2.0 or 3.0 ood choice at under $100.

elements does only 8 bit processing [jpg] where photoshop uses 8 or 16 bit the latter being raw or tiff files.

other wise , for just photos they do almost the samething, both use the same plugins.

unless you doing graphs design and shooting in 16 bits save the money.

another good choise is paintshop pro 6.0-8.0 [not ms paint ]
