Repairing chips in gel

On my Allison...I have some deep chips below my bow eye. Do I need to use a filler and build it up before using my colored gel?

What would you use for a filler?

I bought some at my local Siemens distributor... I had decent results , but didn't get a lot of practice figuring out how much bubble to use or time for workability... I believe with a little testing they would work fine... By the way , they would only sell as little as five pounds which was astronomically too much (too much product not cost)... I would say buy as little as possible...
