Is it possible to adjust ECM parameters using the QuickSilver/Mercury DDT tool? When I say parameters I mean remove the Rev. Limiter, adjust the injector dudy cycles, etc...

nope... otherwise everybody and their cousin would be using it to do it! rapair would be out of business!

You can, however, use the DDT to richen or lean the fuel ratio, but it is only effective when the DDT is connected. It also just shifts the entire fuel curve, so it really isnt useful in tuning the motor.

I have a 1997 mercury promax 225. I want to remove the rev limiter and be able to adjust the injector duty as I alter the intake/reeds/tuner/plate/etc... How is this done?

the only way I know of now is to send it to Rapair.
