My wheels are alloy and are discolored terribly. The clearcoat has seperated from the wheels and brackish water has gotten underneath. What can I do to save these wheels or any ideas?

If they're nice rims and you wanna save 'em, pull the rims, remove the tires, and design permitting - have 'em machined and then polished. Keep 'em clean, polished and protected with a coat of wax.
If they're not that special, buy new ones.
I spent about $100.0 per wheel for my car's original equipment wheels, and they look great.
You could probably do better with new from mail order.
