MORE POWER!
What were the simple bleed line re-routing mods one of you guys did to get another 20 hp out of a Laser EFI? I'm removing oil injection and wondering what kind of junk needs to be removed to give it fresher air. What about cowl louvers?
I have NOT yet increased compression. I don't yet want to stress a 15 year old original built outboard...

Bleed lines won't get you anywhere near 20 HP.
It will allow a clean idle for a better holeshot though.
More air is good. Try to ventilate it in a way that doesn't cause erratic air pressure near the ECU's MAP sensor. That would cause improper fuel delivery for a loss of speed and possible engine failure.
Of course I will tell you that the SVS will give you more air and power, and it does. T-Rex likes his 10 pack for the same reason.
I've found a Mercury 1" spacer behind the stock reed plate increases power. At least when used along with the SVS.
If you're using the stock vapor separator, there's not anything to be gained in changing the bleed routing. It works pretty good from the factory, especially the earlier versions that used a wisker valve to close the system above a fast idle, saving your crankcase compression.

Chad,
No need to play around. Here's the fastest, easiest, and most effective way to increase air flow. And it's a proven product too ;)

Can any adjustments be done to keep up with the extra airflow? I thought the system is at its full capable pulse width at WOT already. This extra air won't lean it to death? Where would I mount the ECU if I used an aftermarket intake?
What about the cowl louvers?

first thing you need to do is get a pcu... all the laser injected motors with stock ecus go rich on top. also the non-adjustability of the stock ecu sucks.
Let me re-phrase the curious question:
Is there anything I can do to improve performance WITHOUT increasing compression, replacing the entire intake or ECU, or pulling the powerhead?
How does the spacer help?

you pretty much just ruled out everything that will make a noticeable difference. the xri cowling has plenty of airflow already for the stock throttle bodys- but if you want to hack it, you may be able to open up the factory louvers on that cowling (i'll go find a pic). a spacer on a stock motor is such a minute change that isn't going to give you an increase in mph. maybe you can see 2 hp on a dyno with spacers but its not going to make a difference on the water.
if you are looking for %20 more power you are going to need to take it apart...

Tony saw a gain with the addition ov a 1" spacer wit hiz XRI...I didn't!!...But thats 2stroke O/B's...
Here iz a couple of easy made spacers that U WILL feel tha differnce wit...Not a buncha high MPH numbers, but when U stab tha throttle in low, or midrange, U will thank U dun went from a 200 to a 260!!...
Pyro, take all tha garbage ov ya motor and put it in tha bote...Pump, Canister filter, etc...opoen the louvers on tha XRI cowl...put the spacers, shown below...and U will se a gain all around...Even wit your stock ECU, U will notice a rpm gain, because the fuel the ECU uses to limit RPMs, will be burned wit the improved air flow!!...Mine went from the stock limited RPM OV 7200, to turn'in the same 28" cleaver 7500!!!...Here is a pic ov tha spacers...
