primer or suede type finish

anybody have any ideas for getting a suede like finish on a boat that can stand up to being submerged. it would be especially great if if it was something that comes in a variety of colors(im thinking dark red would look good) or is tintable.

I've seen kits for wood working where you can flock the inside of boxes like jewery boxes. Don't know how durable it is but possibly the kit could be modified?
