I think that these ordinances are specifying engines or stereos.
My solution is to lay on the horn and maybe add more horns.

On both cars and boats they are required equipment and I know of no law that says that you can't sound them when you wish. On boats they are a signaling device but as long as you don't toot a signal it should still work.:)
2nd idea. You know those deer whistles that people can't hear but deers can?:eek: Well put some pipes on the boat so humans most definately can hear the whistle produced by the air passing them. Different lengths or diameters will produce different pitches, be the first on your lake to play musical speed! ;)
At the very least the politalawyers will have to write another law.:mad:
