I picked up some dowels of various sizes. I was planning on measuring the hole length in the stringer, cutting a dowel slightly underlength coating it with epoxy, jamming it in, and then glopping some extra epoxy on the end and holding it in place with some tape...a little sanding to smooth later.

Is this viable and appropriate? Any better ideas?

Thanks

Thats an old trick I keep forgetting whenever I need it.
You could also stick them in without the end cap of epoxy and do that later after it was sanded flush. Epoxy is a pain to sand and you don't want to sand it off anyway.
I wouldn't plug the drain areas of the stringers. It's worth checking these in any boat to see if they are sealed or were drilled after layup, raw wood.

What I also do is
sand or cut some grooves (spelling) around the dowels And when tapped in really holds.
This makes a place to hold extra epoxy. Really seals good..
I make mine about 1/8 " shorter each side, then build up with Glass.. Smooth..!!
