There is still some info from the old hydrostream.org website online:

Does that CLE have a blowout ring? If not, add one.CLE’s are short barrel lowers and prone to blow out at higher speeds. If you’re going to push it past 80 add a bobs come. I’ve seen some very fast boats with a coned CLE.

not looking to set any speed records just would like to get the hull to preform like it is meant to. not familiar with the blow out ring can you tell me more. ive had 26p chopper on it at all different heights as well as a 24p chopper worked by DAH cant get the boat over 55mph and thats just starting to trap some air. i feel like the boat should be 65mph boat . stock 87 200 i feel like the boat did better with the stock coned lower that had no low water pickup .

It’s a long hard fought road to sort out a hull. The main concern is the hull integrity itself. If the core is soft the hull is going to flex under load and it will never fly right and it’s super dangerous. A delamination event at speed is deadly. It all happens in the blink of an eye too so don’t think you can drive around it. If the core has been done and all structure is solid your problems can be solved with seat time and set up. A healthy 200 on a good voyager should run around 80 so something is definitely up there. What’s the condition of the hull? Post some pics of the pad

its in storage at the moment but i feel as though there may be a little hook in the pad per straight edge when i was playing with the motor height . i will get by it in the next few days and get some photos boat seems pretty solid . some hair line cracks in the corners of the transom is all that i can see

Transom cracks are not great but pretty common. Transoms ride high on streams because of the notch and are not the risky spot. By the time a transom is rotty on a stream the rest of it is certainly soaked. Take pics through the drain plug hole looking at the top of the core. You’re looking for light colored wood. Black in there, is bad. Also look for gel crazing on the running surface underneath. If there’s lots of little cracks and chips she’s done
