Exhaust cover?

On a late 90s 200 2.5, what is the purpose of the big hose at bottom of cover? IS it just a flushing port? I’m going to put this ff engine on a promax mid. Can I block off/plug this big hole?

Yes it is for flushing. I put a fitting in mine to hook up the water pressure gauge.
