Mercury bridgeport 2.4 missing water cooling tube in mid

Bought a bridgeport several years ago finally got it rigged go to put on a cle 4 hole as it did not come with the lower unit and it has no water pickup tube in the mid. How to fix this without taking everything apart? Can it be done. Tried to separate the mid but the bolts as shown here[ would not budge andninthink any more movement and they will twist out. If the grommet is good under the powerhead you can stick a new tube in from the bottom. If the grommet is no good the powerhead needs to come off.
