This motor wont get over 1600 rpm while trying to get on plane. Dva readings and ohm* readings for trigger stator(is a merc one) and harness in spec except high speed had a dva reading of 102v and 104 (so just out of the 20 to 100v spec). I have never seen this kind of rust on a boat stator only old 2 strokes the sat for years. Checking for spark (using a timing gun)all 6 cylinders stay lit. Could this cause the no rev problem

Easy stuff first... I would also check link'n'sync and make sure the timing arm is advancing the trigger as it should.
I have had a motor where the trigger was stiff enough that it did not advance without a helper spring. And you were stuck at 1600'ish rpm or whatever small rpm that kept you from getting on plane.
Also, a module (if you still have them) might sense something wrong, and be limiting you.

Link and sync was done, modules were removed. It was getting proper timing when throtle was added (set to 22). I just wonder if the rust build up could cause this?

Sorry mate, then I'm out of further ideas. You've done everything I would have done. Time for the legends to step in.
Maybe clean off the rust if it can be done safely?

I am working backwards with a known good stator trigger and boxes from a running motor. Prices in Canada don't allow throwing parts at them.
