I dont have a 23 but i have a 21 action im getting ready to do a complete redo like you. I can tell you that my tank is as far back as you can put it and thats were i will put my new one. I dont have experience with the 23s but i no theres a few people on here that do so hopefully theyll chime in. I would think it would have alot to do with set up and what your goal is with the boat. My opinion without knowing your setup is more weight towards the rear the less trim youll need to carry the bow and the faster shell run.

If adding a new heavy engine on a bracket it might be good to mount it centered in the boat. Less heavy power and no setback and further back is better. Rough water performance central mounting is better, boat will ride better and land more level when jumping a wave. Weight placement is crucial to the ride attitude of the boat. If all out speed and calm water use only, stick it in the stern.

You could also have the tank fabricated with two tiers. I did it and it worked out good to get more capacity but as it drains the weight moves back.
