I had a long post typed but decided to shorten it up greatly so here goes.

What might one look at for bottom modifications on a 19’ 90” wide deep V fishing boat to improve the ride, efficiency and ability to stay on plane at lower speeds?

Boat was an old Rinker open bow converted to a large tiller outboard (140 OMC). Has not been run yet and is a project so no objections to the kinds of work to complete the mods

Add trim tabs to help plane?

Try a good stern lifting ss4blade and play with engine mount height

Good advice in above posts. You also can add a foil or plates to increase your cavitation plate size.
Or add steering and controls, to get some weight forward.

Definitely add a foil
