Buddy of mine had me take this home. I have never seen anything like it. The engine looks like it's from an old washing machine.
The name on the plate possibly is an old barber chair manufacturing company out of Chicago but I found nothing on them making outboards.

Whatever it is, its still more reliable than a Ficht.

Looks like someone’s frankenmotor from the ‘20’s.

Older than '20's. Probably 1910 or earlier

The name suggests its built by Emil J Paidar.............a company famous for their barber chairs. But I am having a hard time tying the two together for you.
Brigg's engine , barber shop seat base , mid / lower unit from some farm equipment , clamp bracket from a hitchin-post ... :D

old washing machines had a kick starter like that, my dad had pictures of one on a go kart, maybe its some kinda mixer not an outboard
