Is there a ballast tank on this 25 pro? Its a must for this type of boat.

There is no ballast in this boat. You can order a version with a larger fuel tank, positioned further forward. I don't feel it needs it, the steps seem to keep it running flat. Has good balance with 8" of setback.
Would be interesting to experiment though.

...as you can see in this video, the waves are almost always coming at the southeast florida coast from the south east in a uniform pattern. there is nothing more fun than having a fast "offshore" boat heading directly into them at 70 to 100 mph. biggest rush ever. need a helo to film that though.

Is this on sold? I have a friend wanting one of these or a 24 Tuff. How did it run with the 4.6?

Will be listing it shortly, wanted to get a few things finished, the video, and had a cover made. It runs amazing, the 300R is incredible. I would say everything about exceeds my expectations. There isn't much like it on the market.
In rough water it's effortless and smooth.

The pilot was in the boat, which is good and bad. It was a bit too rough for him on the outside that day and into the wind the drone was too slow.
It's a DJI but not sure the model.

Ya, 8" jack plate. I'll have to measure the notch, guessing around 10 to 12".

Thanks ! I added a notch to mine of approx 8 inches, but my jackplate i 4,25 inches of setback. When I replace my 400R with a 450R, I need to replace the jackplate with a new one. And then its the question, how many inches :)

That is hard to say. I would be tempted to run it setup exactly as you have the 400R, to see. The weights are very similar. How it reacts to the increase in power is hard to know until you try! Can't wait to see that, should be really exciting. I think you'll like the rumble of the V8.
