Most likely it is a 2 part pourable silicone specially made for potting electronic parts . Do an internet search on "silicone potting materials" . The Merc laser ECU's were made by Cummins and the hi performance Merc ECU's were made by Woodward Governor company back in the days they were making them .
I was going to open a laser ecu up to look inside a couple of years ago but decided against it due to all of the force I was applying yet the case would not seem to budge (Yes the screws were out ) .
Are there any tricks you can share to lift off the cover or does it just come down to brute force?

473014This is what I got after some work you have to just pull it apart. It did not work so i didn’t care if I did damage. I have no idea what the goo is. It falls apart easy just time to clean it out. I was lucky it went bad on the hose. Number 5-6 injectors stopped working.

Is the material burnt where it appears black or is it just discolored? I am also curious what you repaired on the board 5/6 "Injector driver" ?

The thicker it is the darker it looks. Solder on 5-6 that is one driver just let go. Lucky me I soldered all of them and seems to run fine on the hose. I want to fill it back up before I take it on the lake.

3M ScotchWeld DP270 Clear 60-Minute Electric&Thermal Resistant Epoxy. You can find it on Amazon if need be. Just wondering how you were able to clean the old potting compound off of the board before soldering?

You just pick away at it. It falls apart and crumbles. This stuff is not hard has a rubber like feel to it.

Buddy there is another thread I read here on this site where there was a discussion about changing out the original chip in the ECU to another special chip with a custom fuel curve on the HI Performance Mercs . From what they were saying Mercury didn't even Pot the original ECU boards in the beginning until people started monkeying around and upgrading to custom programmed chips . If this is true it might not even be necessary to put the potting material back in ? Sure would make it easy for future troubleshooting and repairs . Maybe somebody here with the knowledge will chime in on this subject.
