Locked up surge brakes

I'm hoping someone on here can tell me how to release the surge brakes on my trailer after breaking the safety cable. Was planning on going fishing tomorrow but I screwed up and broke the safety cable.

Impossible to help without the brake master cylinder brand and model and perhaps a picture. That cable typically is connected to a lever the pushes the tongue into the master cylinder as if the trailer was still attached And pushing the master cylinder into the tongue. If it’s locked into position then you need to find the lever and release it.
