78 Hydrostream hydrolocking to the water

I have a 78 Hydostream 10in of set back 2.4 b.p. 26 pitch chopper it is hydrolocking to the water.When you take off it is like you are pulling a log to about 15mph and then boom it breaks free and it is gone.The back bottom of the boat has two metal tabs made to stir up the water at the back of boat to stop the air pocket but she still does it help PLEASE Thankyou Skydog
